A TWIC APPEAL is different than a TWIC WAIVER. An appeal is an application to the TSA board which denied an applicant his/her TWIC CARD to reconsider it's decision. More specifically, this is an application for reconsideration based upon the TSA reliance on incorrect applicant information.
For example, as part of the TWIC CARD application approval process, every TWIC CARD applicant's prior criminal history is reviewed. If the TSA has an relied upon an inaccurate criminal history or incorrectly determined that a prior conviction is within 10 years preceding the application date then a TWIC APPEAL is appropriate.
